NPC annual session holds closing meeting

BEIJING, March 16 – China’s parliament, the National People’s Congress
(NPC), began its closing meeting of the annual session at 10 a.m. Friday,
approving a landmark property law and a corporate income tax law.
The two laws, granting equal protection to public and private properties
and putting domestic and foreign-funded enterprises on an equal footing
for income taxes, were adopted by an overwhelming majority vote.
Observers said the laws are the fruit of China’s reform and opening up
and will in turn stimulate the reform and opening-up ofthe country.
The property law showed the spirit of reform and opening up of China,
since it protects the order of the socialist market economy and grants
equal protection to public and private property, said Wang Shengming,
vice head of the Commission of Legislative Affairs of the NPC Standing
Committee.
Liu Hezhang, a member of the NPC Standing Committee, said the property
law is a signal of further reform and opening up as its adoption suggests
China will not start a new round of “capitalism or socialism” dispute.
Meanwhile, Lu Jianzhong, NPC deputy and chairman of Shaanxi Jiaxin Group,
said the corporate income tax law, which puts domestic and foreign-funded
enterprises on an equal footing for income taxes for the first time since
China’s opening up began in 1978, brings China’s economy more in line
with international practice.
The NPC annual session has received a total of 796 motions, said Sheng
Huaren, vice chairman of the NPC Standing Committee. Among the motions
794 were raised by groups of at least 30 NPC deputies each and two by
provincial-level delegations.
The National Committee of the Chinese People’s Political Consultative
Conference (CPPCC), China’s top advisory body, adopted a political
resolution on Thursday at the closing meeting of its annual session to
give full support to the government work report by Premier Wen Jiabao,
reports on the work of the Supreme People’s Court and the Supreme
People’s Procuratorate, and the draft property right law and the draft
enterprise income tax law.

Consumers ‘get the wrong end of the bargain’

Mar.15 – On the eve of World Consumer Rights Day, industry and commerce
officials vowed to better protect consumers, but a survey released a
couple of days ago showed the rights of 44.1 percent of consumers had
been “seriously violated”.
Results of a China Consumers’ Association study show most of the victims
complained about “fake and shoddy products”, “false advertisements
misleading consumers” and “unaffordable house prices”.
More than 42 percent of the victims incurred “major financial losses” and
28.3 suffered “mental stress”. One in eight had to endure “physical
injury” and 10 percent felt their “personal freedom” had been violated.
Other complaints focused on issues such as “frequent food safety scares”,
“quality of mobile phones”, “defrauding consumers” and “inferior house
renovation”.
But such incidents may be fewer in future as the government tries to
create an orderly consumption environment to better protect consumers’
rights.
Vice-Minister of the State Administration for Industry and Commerce Wang
Dongfeng said yesterday that the administration would strengthen
supervision on the market and intensify its crackdown on illegal cases
this year.
“The administration is the main government department to implement the
Law on Protection of Consumers’ Rights and Interests, and is duty bound
to protect the rights of the consumers,” Wang said. The law was
promulgated in 1993.
The administration will accord priority to food safety, commercial
bribery, false advertisements, pyramid sales and trademark infringement,
he said.
“It will intensify supervision on food quality and supply by setting up
an efficient monitoring network and emergency response mechanism,” Wang
said.
